A few weeks ago, the DAO was – for lack of a better term – hacked by a user. This user was able to use the existing rules to divert $40m of ether into a sub-account. Controversy swirled around the issue. If Ethereum chose to do a “hard fork”, they would be going against the immutability of blockchain. If they didn’t hard fork, they would lose the $40m in ether.

Competition among the states is increasing and could likely continue. Delaware kick started the competition when they announced they would be moving public records to blockchain. They also permit companies to issue stock on blockchain, as well. Delaware made these changes to attract more businesses to incorporate in the state.

In the U.S., governmental agencies are not likely to do anything with blockchain until 1Q17. A white paper outlining potential regulatory positions is due in October and a new President will arrive in January. It is unlikely any actions will be taken before those events occur.
